During the Boao Forum for Asia Annual Conference 2025, the Middle East branch of the China Radio and Television Group reported live on the 1.5 GW photovoltaic project of PowerChina ABU Dhabi Photovoltaic Line 3 (referred to as the “photovoltaic 3 project”), taking the photovoltaic Line 3 project as the entry point. An in-depth analysis of China Power Construction’s international development path, opportunities and challenges, and localized management strategy, showcasing the important role of Chinese enterprises in the green energy transition in the Middle East, and highlighting the contribution of China Power Construction to the development of regional renewable energy.

In an interview with CCTV reporter Zhang Zhuoya, he asked about PowerChina’s motivation for global business and its decision to enter the UAE market. The project manager explained that the company’s guiding slogan is “Power China, providing power to the world”, which reflects its mission as a leader in green energy infrastructure. By exporting Chinese products, technologies and standards, PowerChina aims to drive the adoption of renewable energy worldwide and contribute to a more balanced global energy capacity.
The show elicited a strong response from viewers, with many expressing appreciation for the company and echoing its slogan. Comments from international viewers included “I really like this company” and “China Power Construction is also in our country,” reflecting its growing global influence.
The program also invited Lani, civil engineering director of PV3 project, to share his three years of experience in Power Construction in China. He praised the company’s corporate culture, expressed his enthusiasm for his work, and said the experience had benefited him both personally and professionally.
The PV3 project is PowerChina’s largest overseas solar EPC (engineering, procurement and construction) contract. The project covers an area of about 20 square kilometers, equivalent to 2,801 football fields, with an installed capacity of 1,500 megawatts. Construction began on September 1, 2024, and it is expected to be connected to the grid on April 30, 2026.
At present, the project has a total of more than 50 Chinese managers and more than 100 foreign employees, and the peak employment is expected to exceed 4,000 people, which greatly promotes local employment. During the construction of the project, more than 10,000 jobs are expected to be created, contributing to local GDP growth and increasing tax revenue.
When operational, the PV3 project will provide clean electricity to around 160,000 households and reduce 2.4 million metric tons of carbon emissions per year, supporting the UAE’s energy transition goals and contributing to sustainable development in the region.
